Changes to how we handle raw HTML input in Basecamp

We recently introduced some changes to how we handle raw HTML input in Basecamp.  In most of Basecamp, HTML input will remain the same. Messages, comments, to-do items, and the system Overview message still allow HTML as they always have. But elsewhere in the app, we are now escaping HTML.
